Courier Low Value Shipment Program

Eligibility criteria and Application process

This section describes the eligibility criteria and application process for the Courier Low Value Shipment Program.

Eligibility criteria

Couriers are eligible to participate in this Program on the following conditions:

(a) The Courier:
- is a bonded carrier
- has reported the goods in accordance with paragraph 12(3)(b) of the Customs Act and Regulations
- has presented evidence to the Minister or a designated officer indicating that it meets the conditions contained in the Regulations
- has entered into an agreement with the Minister or a designated officer indicating it accepts the conditions contained in the Regulations, including the Persons Authorized to Account for Casual Goods Regulations
- gives or has given security in accordance with section 11
- has not had its authorization cancelled under section 12 within the previous 12 months.
(b) the goods:
- have an estimated value for duty of less than $1,600 CAN
- are not prohibited, controlled, or regulated by an act of Parliament or a regulation made under such an act
- are released at a customs office specified by the President of the CBSA.
Application process

Each company interested in participating in the Courier/LVS Program must submit the following to the CBSA's Postal, Courier and Casual Refund Program:

  1. a formal application (Form bsf164, Application to Participate in the Courier LVS Program)
  2. a completed Form E574, Memorandum of Understanding
    • Form E574, Memorandum of Understanding, must be signed by a senior representative of the client firm before being accepted.
  3. a completed bond (D120, Canada Customs Bond) securing non-commercial shipments
  4. a sample of the cargo/release list.
