Customs Notice 24-06: Changes to Customs Broker Licensing

Ottawa, March 13, 2024

1. In conjunction with the launch of CARM R2 in May 2024, effective April 1, 2024, customs brokers will transition to a national licensing model. The national licensing model will consist of the following:

1. A single licence to transact business at all customs offices across Canada
2. One CAD$600 annual licensing fee
3. One CAD$50,000 security deposit

2. The transition to national licensing will be automatic. Licensed customs brokers will not be required to apply for a new national licence.

3. Effective April 1, 2024, licensed customs brokers currently operating with one licence, and one security deposit, may transact business at any CBSA customs offices.

4. Customs brokers with multiple local licences will be responsible for cancelling additional security deposits, and/or obtaining an endorsement(s) to amend the security deposit to reduce their customs broker licensing surety to CAD$50,000.

5. The application process for new customs broker licences remains unchanged. Applicants must follow the application process outlined in Memorandum D1-8-1, Licensing of Customs Brokers, to obtain a customs broker licence.

6. New licences reflecting the shift to national licensing will be sent out to existing customs brokers after the transition date. Existing customs brokers can begin to transact business at any CBSA customs offices during this time.
