Customs Notice 24-33: Requirements for Loaded Rail Buffer Cars

The purpose of this notice is to advise that:
1. The purpose of this notice is to advise of a recent update regarding loaded rail buffer cars.
2. Effective immediately, loaded rail buffer cars using non-hazardous inert material such as sand and/or rocks are exempt from the Other Government Department (OGD) requirements and as such, do not require Advance Commercial Information /eManifest cargo data.
3. The rail carrier is advised to transmit the appropriate cargo exception code, code 02 Ottawa File and Container Banks (Instruments of International Trade (IITs)) within the Advance Commercial Information/eManifest conveyance data.
4. Please note that loaded rail buffer cars using hazardous inert materials that have OGD requirements (e.g. soil) require full Advance Commercial Information/eManifest data within the prescribed timeframes, as well as the applicable OGD approvals.
5. For information related to exceptions from cargo data requirements, please refer to Chapter 3: Advance Commercial Information (ACI)/eManifest Rail of the Electronic Commerce Client Requirements Document (ECCRD).
6. The Canadian Food Inspection Agency (CFIA) Automated Import Reference System (AIRS) has been updated to reflect these changes.
