Notice of conclusion of expiry review investigation: Carbon Steel Welded Pipe (CSWP1 2024 ER)

On February 19, 2024, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on March 28, 2019, in Expiry Review No. RR-2018-001, concerning the dumping and subsidizing of certain carbon steel welded pipe originating in or exported from the People's Republic of China (China).

As a result, on February 20, 2024, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the goods.

The investigation has now been completed and today, pursuant to paragraph 76.03(7)(a) of SIMA, the CBSA has determined that the expiry of the order:

  1. is likely to result in the continuation or resumption of dumping of such goods originating in or exported from China and
  2. is likely to result in the continuation or resumption of subsidizing of such goods originating in or exported from China

A Statement of Reasons that contains additional details concerning the determinations made by the CBSA will be issued within 15 days.

The CITT will now conduct an inquiry to determine whether the expiry of its order is likely to result in injury to the Canadian industry and has announced that it will issue its decision no later than December 24, 2024.
