Normal value reviews
Normal value reviews are conducted by the Canada Border Services Agency (CBSA) to update normal values, export prices or amounts of subsidy, to ensure that these values accurately reflect current market conditions. Each review is conducted with respect to a single exporter only.
Normal values, export prices, and amounts of subsidy may be used by the CBSA when determining an importer’s liability for anti-dumping and/or countervailing duties. Generally, the export price is the amount an importer has paid to an exporter for goods. The normal value is the price at which the goods in question are sold in their domestic market. An importer may be liable for anti-dumping duties in the amount by which the normal value of the goods exceeds the export price.
Each normal value review examines the need to update normal values, export prices and amounts of subsidy. Each normal value review may include the following:
- a normal value review schedule
- a list of exhibits
- a list of counsel granted disclosure
- notices of initiation, termination or conclusion of normal value review
