Designation of Customs Controlled Areas

Subject to Part C of the attached Schedule, I hereby designate the places described in Part B of the attached Schedule to be "customs controlled areas" at the Edmonton International Airport in Edmonton, Alberta, pursuant to section 11.2 of the Customs Act for the purposes of sections 11.3 to 11.5, and 99.2 to 99.4 of the Act.

This designation replaces the previous designation dated March 14, 2016. This designation will come into force on the date of signing.

Schedule – Customs Controlled Areas at the Edmonton International Airport

Part A. Interpretation

In this document, the following terms have the meanings assigned to them:

"Administration Office" (« bureau de l'administration  »)
means the administration offices/buildings located in the public or restricted areas of the Airport, where professional or clerical duties are performed;
"Air and Ground Traffic Control Tower" (« tour de contrôle du trafic aérien et au sol  »)
means all areas within the air and ground traffic control tower building that require special access;
"Airport" (« aéroport  »)
means the Edmonton International Airport in Edmonton, Alberta;
"Baggage Inspection Facility" (« installation d'inspection des bagages »)
means the building at the Airport where suspicious items are taken and disposed of;
"Bonded Warehouse" (« entrepôt de stockage  »)
means a facility licensed by the Minister under subsection 91(1) of the Customs Tariff;
"Canadian Air Transport Security Authority (CATSA)" (« Administration canadienne de la sûreté du transport aérien (ACSTA)  »)
means the Crown Corporation charged with screening persons and/or baggage which access aircraft or restricted areas in the Airport;
"CATSA Area" (« zone ACSTA  »)
means the area where CATSA screens persons and/or baggage;
"CBSA" (« ASFC  »)
means the Canada Border Services Agency;
"CBSA Primary Inspection Line Hall" (« salle de la ligne d'inspection primaire de l'ASFC  »)
means the area in the Airport terminal building where CBSA officers conduct primary examinations of travellers arriving in Canada;
"Check-In Area" (« zone d'enregistrement  »)
means the area in the Airport terminal building where passengers obtain their boarding passes and may deposit luggage to be stowed in aircraft holds;
"Courier Facility" (« installations des messageries  »)
means a facility used by a commercial carrier that is engaged in scheduled international transportation of goods other than goods imported/exported as mail;
"De-icing Pad" (« poste de dégivrage  »)
means the area of the Airport set aside by Edmonton Airports for removal of snow and ice from an aircraft prior to departure;
"Domestic Only Departure Lounge" (« aire de repos destinée seulement aux départs interieurs »)
means those areas of the Airport past CATSA screening that are used solely by domestic passengers;
"Domestic Carousel Area" (« zone des carrousels de bagages provenant de vols domestiques »)
means the area in the Airport terminal building where travellers retrieve their luggage after deplaning from a domestic flight;
"Edmonton Airports" (« Aéroports Edmonton »)
means the Edmonton Regional Airports Authority that manages the Edmonton International Airport;
"Employee Amenity" (« installation pour employés »)
means a room within the Airport terminal building identified by Edmonton Airports for the sole use of persons working at the Airport, including washrooms, lunch, locker and shower rooms;
"Falconry" (« fauconnerie »)
means the part of the Airport where falcons are housed, as identified by Edmonton Airports;
"Field Electric Centre" (« centre de commande du balisage aéroportuaire »)
means the building containing the equipment needed to control and supply back-up power to airfield lighting;
"Fire Station" (« poste d'incendie »)
means the building at the Airport where the emergency fire vehicles are stored, and where the emergency fire services are based;
"Fuel Station" (« poste d'avitaillement en carburant »)
means the area of the Airport set aside to store and dispense aircraft and/or ground vehicle fuel;
"Ground Service Equipment Area" (« zone pour l'équipement de service au sol »)
means the area of the airport where the airlines store their equipment (e.g. baggage carts);
"International Baggage Hall" (« salle des bagages internationaux »)
means the area in the Airport terminal building where travellers retrieve their luggage after deplaning from an international flight;
"Parking Lot" (« parc de stationnement »)
means a place set aside by Edmonton Airports for the parking of vehicles owned by the public or Airport employees;
"Runway" (« piste »)
means the strip of level paved ground on which aircraft take off and land;
"Secondary Examination Area" (« zone d'examen secondaire »)
means the area in the Airport terminal building where CBSA officers perform secondary examinations on travellers and imported goods;
"Service Provider Building" (« bâtiment des fournisseurs de services »)
means those buildings housing businesses providing services to the air transportation industry and its members;
"Sufferance Warehouse" (« entrepôt d'attente »)
means a facility licensed by the Minister under section 24 of the Customs Act;
"Taxiway" (« voie de circulation »)
means the strip of level paved ground used by aircraft to access runways and other parts of the Airport;
"United States Pre-Clearance Area" (« zone de précontrôle des États-Unis »)
means the area of the Airport terminal building set aside for the use of the Government of the United States of America for the customs and immigration pre-clearance of passengers travelling to the United States of America;
"Weather Office" (« bureau de la météo »)
means the building equipped with instruments for measuring meteorological elements from which official weather observations are made.

Part B. Designation of Customs Controlled Area

Subject to the specific exclusions set out in Part C of this designation document, the following areas of the Edmonton International Airport in Edmonton, Alberta, are designated as Customs Controlled Areas within the meaning of the Customs Act:

All areas of the Airport where there is a likelihood that domestic workers or domestic origin travellers will come into contact with international travellers and/or international goods that have not been processed or released (as the case may be) by the CBSA, in addition to the CBSA Primary Inspection Line Hall, the International Baggage Hall, the Secondary Examination Area as well as public hallways and public stairways connecting these areas.
