Designation of Customs Controlled Areas
Subject to Part C of the attached Schedule, I hereby designate the places described in Part B of the attached Schedule to be "customs controlled areas" at the Port of Québec, Québec, pursuant to section 11.2 of the Customs Act for the purposes of sections 11.3 to 11.5 and 99.2 to 99.4 of the Act.
This designation will come into force on the date of signing.

Schedule – Customs Controlled Areas (CCA) at the Port of Québec, Québec ("the Port")
Part A. Interpretation:
In this document, the following terms have these meanings assigned to them:
- Administration Office (« bureau de l'administration »)
- means the offices/buildings located within restricted areas of the Port including head offices, regional offices, local head offices, training centres, service branches, and divisional offices, where professional or clerical duties are performed;
- Berth (« poste à quai »)
- means a ship's allotted place at a wharf or dock;
- Bonded Warehouse (« entrepôt de stockage »)
- means a place licensed as a bonded warehouse by the Minister under subsection 91(1) of the Customs Tariff;
- CBSA (« ASFC »)
- means the Canada Border Services Agency;
- CBSA Operational Area (« zone opérationnelle de l'ASFC »)
- means the areas identified in Part B of this document;
- Container Examination Facility (« installation d'examen des conteneurs »)
- means a building, or portion thereof, used by the CBSA to conduct marine container examinations;
- Cruise Ship Operations (« opérations des navires de croisière »)
- means an authorized disembarkation site for travellers and crew of all types of cruise ships;
- Employee Amenity (« installation pour les employés »)
- means a room or structure within a CCA, including washrooms, lunch, locker, shower rooms, seaman's clubs, and union halls, for the use of authorized persons;
- Marine Terminal (« terminal maritime »)
- means an area where goods are loaded/unloaded from a vessel, an area where cargo may be stored temporarily, and the areas where travellers and crew can embark and disembark from a vessel;
- Pier (« jetée »)
- means a structure leading out from the shore into a body of water where vessels may berth;
- Secondary Examination Area (« zone d'examen secondaire »)
- means the area where CBSA officers may perform secondary examinations of persons and/or goods;
- Service Building (« bâtiment des services combinés »)
- means the buildings found within a CCA that house the port's emergency operations, utilities, mechanical shops, operational vehicles, and other machinery, for the use of authorized persons;
- United States Preclearance Area (« zone de précontrôle des États-Unis »)
- means the area designated by the Minister pursuant to subsection 7(1) of the Preclearance Act or pursuant to section 6 of the Preclearance Act, 2016 wherein the Inspecting Party may conduct preclearance in the territory of the Host Party;
- United States Pre-Inspection Area (« zone de préinspection des États-Unis »)
- means the area where the United States conducts, in Canada, inspection of travellers destined to the United States to ensure compliance with U.S. immigration laws;
- Wharf or Dock (« quai »)
- means a structure built along or at an angle from the shore of navigable waters where vessels may berth.
Part B. Designation of Customs Controlled Areas
Subject to the specific exclusions set out in Part C of this designation document, the operational areas of the Port where there is a likelihood that domestic workers or departing domestic travellers will come into contact with international travellers and/or goods that have not been processed or released (as the case may be) by the CBSA are designated as CCAs within the meaning of the Customs Act. The CCAs are as follows:
- Beauport Sector: Wharves 50, 51, 52, and 53;
- Anse-au-Foulon Sector: Wharves 101, 102, 103, 104, 105, 106, 107, and 108;
- Estuary Sector: Wharves 4, 5, 27, 28, and 30;
- Valero: Wharves 86 and 87; and
- The waterfront extending up to 100 meters from any pier, wharf or dock of a marine terminal or cruise ship operations designated as CCAs herein.
Part C. Exclusions
Where applicable, the following areas are excluded from the CCA described in Part B:
- Administration Offices
- Bonded Warehouses;
- Service Buildings;
- Employee Amenities; and
- United States Preclearance Area or Pre-Inspection Area.
