Notice: Moratorium

The CBSA has placed a moratorium on applications for participation in the Courier Low Value Shipment Program effective , until further notice. For additional information regarding the moratorium please see Customs Notice 19-12.

If you are interested in participating in the Courier Low Value Shipment (CLVS) Program, you should first review Memorandum D17-4-0 - Courier Low Value Shipment Program.

You must complete the required information in Form BSF164, Application to Participate in the Courier Low Value Shipment Program, Form BSF163, Memorandum of Understanding, and Bond D120, if casual goods will be reported to the CBSA. The CBSA may also require further information to process your application.

Important: After your application has been accepted, you must inform the CBSA of any changes in operational information (such as a change to the address or bond status, the addition of other CBSA clearance sites, etc.).
