The Canada Border Services Agency (CBSA) may authorize importers to maintain records, relating to the imported goods, in Canada, United States of America or Mexico. Keeping records at a place other than the place of a business is a privilege granted by the CBSA to an importer. In the event of non-compliance this will lead to its cancellation and may also result in the imposition of corrective/punitive measures.
The purpose of this form is to record and set out the agreement made between the importer and the CBSA concerning the availability of records relating to the imported goods for verification purposes.
- An Agreement to Maintain Records Elsewhere than the Place of Business in Canada has to be completed and submitted through the CBSA Assessment and Revenue Management (CARM) Portal, which can be accessed through the following hyperlink: CARM Client Portal - CARM (canada.ca). All relevant supporting documentation (corporate registry, current proof of good standing, etc.) must also be uploaded through the Portal. Find out about CARM
- If records are in the custody of a third party, that third party has to provide a signed document attesting to their agreement to maintain custody of the records and to make them available on request. Please attach a copy of the document with the BSF900

- An incomplete and/or incorrect application will be denied and returned for proper completion. Please check the CARM Client Portal for notifications regarding the status of your case.
- If you do not have a RM (import) account or need a new RM account, you may obtain one by enrolling in the importer program in CARM - refer to the user guide Enroll in the Importer Program
- If you have a RM account, please ensure your business information is updated
- If related to the Business Number (BN9), the update is done with the Canada Revenue Agency (CRA)
- If related to the RM account information, the update is done within the CARM Client Portal - CARM (canada.ca) including adding a records' address refer to the user guide Update your CBSA information
- A copy of this Agreement must be held for your records. As a reminder, the CARM Client Portal is not to be used as a records keeping tool.
- Please note that this agreement is for the maintenance of the importer’s records. The importer and business number on this form cannot be that of the freight forwarder, logistics company, carrier, or third party service provider involved only in the transportation of the shipment.
