Certain Seamless Casing and Oil Country Tubular Goods
Notice of Initiation of Scope Proceeding
Ottawa, May 10, 2019
The Canada Border Services Agency (CBSA) initiated a scope proceeding on May 10, 2019, under the Special Import Measures Act respecting certain seamless casing and oil country tubular goods from China.
The scope proceeding follows the receipt of a scope ruling application submitted by Western Alliance Tubulars Ltd. to the CBSA on April 11, 2019. This scope proceeding relates to the Canadian International Trade Tribunal’s injury findings concerning:
- The dumping and subsidizing of seamless casing, originating in or exported from China, issued on March 10, 2008, in Inquiry No. NQ-2007-001 and continued in its order issued on November 28, 2018 in RR-2017-006; and
- The dumping and subsidizing of oil country tubular goods, originating in or exported from China, issued on March 23, 2010, in Inquiry No. NQ-2009-004 (with exclusions) and continued in its order issued on March 2, 2015 in RR-2014-003.
A notice of the conclusion and copy of the Statement of Reasons will be available on the CBSA’s website at www.cbsa.gc.ca/sima-lmsi on or before September 6, 2019.
