: Portal access issues
The CBSA is experiencing intermittent issues (GCKey and others) that may affect access to its portals, including the CARM Client Portal (CCP), the eManifest, the Trusted Trader and the Canadian Export Reporting System (CERS) portals. We are taking corrective measures and intend to improve access to the portals soon.
If your business imports or exports commercial goods into or out of Canada, you need to have an import-export program (RM) account. Find out how to register to get an account or how to modify an existing account.
Register for a business number first
As of , most new resident commercial importers can obtain their business number (BN9) via the CARM Client Portal. You must obtain your BN9 from the CRA if one of the following applies to you:
- You are a non-resident importer (NRI)
- You are a resident trust or other entity type

Register for an import-export program (RM) account
As of , new importers and exporters with a BN9 can register for an import-export program (RM) account directly in the CARM Client Portal (portal).
Modify your import-export program (RM) account
As of , you can use the portal to make RM account modifications, including:
- changing their program account’s name or address
- cancelling enrollment in the CBSA program
To reactivate a closed CBSA program account, submit your request to the CARM client service and helpdesk.
Why your account is important
The CBSA uses your RM program account number for import and export purposes. To prevent delays in the release of your goods, ensure you have registered for an RM account well in advance of your import or export deadlines.
